GENERAL DESCRIPTION OF THE PROGRAM:

GOAL is an Irish international humanitarian organization founded in 1977 and currently operational in 14 countries that works throughout the crisis to build resilience. GOAL supports populations and local actors to help them overcome crises and seek long-term solutions. For GOAL, crises are defined as those in which local systems are unable to respond or continue to function when faced with shocks and tensions.

GOAL works to understand these shocks and tensions; including conflict, climate change, environmental degradation, rapid unplanned urbanization, weak or unstable governance, inequality and forced displacement, all of which interact and threaten the health, safety and well-being of affected populations.

GOAL is implementing a three-year program to support and strengthen the capacity of local NGOs in the North Andean region to provide maternal health and nutrition services, quality neonatal and childish to improve the knowledge and practices and results of the MNCHN, including in indigenous, mining and / or mining-affected communities. This position is open only to local citizens of Venezuela or nationals of the Latin American and Caribbean region and will ideally be based in Caracas, Venezuela.

POSITION OBJECTIVE:

The MNCHN Advisor will supervise multiple Clinical Service Monitors / Mentors responsible for quality control and improvement of clinical services and will inform the Project Director. The advisor will also contact the MNCHN Advisor directly at headquarters and other technical advisers and will be responsible for providing direct technical guidance, strengthen technical capacity and support technical supervision and monitoring of MNCHN mobile clinic interventions and accompanying social and behavioral change activities ( SBC ) by local NGO partners at the community level. The MNCH advisor will ensure that all activities are reflective and sensitive to the local and national context,will facilitate linking the project and local partners with key health stakeholders and will represent the project in relevant working groups or in coordination with key stakeholders interested in health.

RESPONSIBILITIES / MAIN FUNCTIONS

  1. Provide technical expertise and monitor implementation strategies for MNCHN mobile clinic services and social and behavioral change activities;
  2. Support quality control and improvement of mobile clinics by incorporating global learning and the latest evidence into local and context-specific solutions to improve sustainable MNCHN and service delivery through mobile clinics and through management of clinical supervision visits;
  3. Supervise and support the design and implementation of social change and behavior activities at the community level;
  4. Coordinate and monitor the implementation of the periodic, on-site or remote support supervision and mentoring strategy for mobile clinic providers;
  5. Coordinate with indigenous liaison officers to ensure that the services and activities of MNCHN mobile clinics are culturally sensitive, appropriate, and protective of indigenous rights and practices;
  6. Ensure that the services provided are high-impact, evidence-based practices that are in line with international and local standards;
  7. Monitor the quality of program implementation related to maternal and maternal health and nutrition;
  8. Working with the project team in general, lead the development of strategies to monitor selected MNCHN indicators, including tools to analyze and visualize performance over time, formative research, monitoring and evaluation approaches if necessary;
  9. Maintain strategic relationships with other relevant stakeholders for the proper execution of program activities;
  10. Lead tool development and various documentation required to guide, track, and document project activities;
  11. Direct the documentation of the learning and best practices of the project and guarantee its dissemination to the appropriate channels and objectives;
  12. Provide technical information for the development of technical activities for annual work plans, studies, quarterly and annual reports, financial reports and other reports and documents, while guaranteeing timely presentation;
  13. Prepare periodic and ad hoc technical or travel reports and updates for the Project Director, Headquarters or donor, as necessary;
  14. Represent GOAL and partners at stakeholder meetings, including technical working groups and coordination meetings;
  15. Additional tasks assigned by the Project Director.

MINIMUM PROFILE REQUIRED

Professional Studies:

  • Doctor, nurse, or public health specialist.
  • At least 5 years of clinical experience at MNCH.
  • A postgraduate degree in public health is desirable.

Professional experience:

  • Experience at MNCHN working in rural areas and / or in a preferred humanitarian or development context.
  • Experience in conducting clinical training and tutoring of in-service providers, with a focus on ANC, PNC, IMCI, PSBI, Immunization and Nutrition.
  • Demonstrated knowledge of the context and health needs of Venezuela.
  • Demonstrated ability to work with partners in managing a complex project in challenging circumstances.
  • Proven capacity and experience in providing MNCHN technical assistance for effective quality improvement.
  • Proven ability to work effectively with health stakeholders to facilitate quality improvement processes at MNCHN.
  • Work experience in programs funded by international donors is preferred.

Knowledge:

  • Strong coordination skills to develop partnerships with local health officials, local NGO partners, and other formal and informal community leaders.
  • Fluid verbal and written communication skills in Spanish, English is also preferred.
  • Preferential command of one or more local indigenous languages.
  • Ability to work effectively as a team.
  • Competent computer skills and in the use of Microsoft products, including Word, Excel, PowerPoint, etc.
  • Significant knowledge of the sector of international and local NGOs in Venezuela, specifically of organizations working in health.

COORDINATION

The professional will report to the area coordinators and coordinate with the other specialists.
