JOB DESCRIPTION/SCOPE OF WORK

Position Title: Laboratory Logistics Manager

Location: Abuja, Nigeria

This scope of work (SOW) sets forth the services to be provided by the {Laboratory Logistics Manager} to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems-strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

The {Laboratory Logistics Manager} will oversee core Laboratory Logistics operations related to PCR Commodities security, Equipment maintenance & vendor KPI management as well as CD4 and RTKs commodities management.

Principal Duties and Responsibilities (Essential Functions)

· Serve as a technical resource for the implementation and administration of laboratory logistics policies, systems, goals, objectives, and procedures.

· Provide support to the Integrated supply planning team, Forecasting, Planning, and Sourcing team on Laboratory PCR commodity data for forecasting and planning as well as long haul distribution to axial warehouses.

· Coordinates warranty procurement, service level agreement discussions, and planned/preventive maintenance for all PEPFAR-supported GeneXpert machines, HIV PCR viral load (VL), and early infant diagnosis (EID) machines across the country.

· Provides technical support in the collection of laboratory logistics data using national HIV/AIDS laboratory logistics tools that can inform resupplies, quantification, funding, and procurement decisions.

· Contribute to providing the overall vision and annual work plans for the project to ensure that GHSC-PSM workplan activities related to laboratory logistics support the national strategies.

· Provides technical support and supervises Logistics Advisors to the GHSC-PSM cold chain assessment, warehousing, and distribution activities to support service delivery.

· In liaison with the supervisor, provides technical support to the Government and partners on product specifications and selection to inform quantification and procurement of laboratory commodities.

· Provides technical assistance and make presentations to the stakeholders on the Integrated Samples Transfer/Referral system to optimize the laboratory equipment harmonization and standardization.

· Provides technical assistance and mentor Logistics Advisors for the update of the standardized list of laboratory equipment for each level of the national health pyramid.

· Supports the process of post-market validation of HIV rapid test kits and other laboratory products as appropriate, based on the guidance of the national programs and USG team.

· Provide technical support to ensure that expired or unusable chemicals and reagents are separated from active stock and treated following appropriate procedures.

· Review, collate, summarize, and submit PCR LMIS CRRF Reports to Director, Laboratory Logistics.

· Develop and submit draft last mile distribution (LMD) orders for PCR commodities to Director, Laboratory Logistics, and other relevant departments for their action.

· Collate the rate of submission report and share it alongside the CRRF summary report and LMD order.

· Share feedback to PCR facilities on their PCR CRRF reports and continuous capacity building on PCR LMIS reporting.

· Collate all relevant information on the CRRF report such as equipment downtime; information on failed runs; reasons for failed runs; information on expiries; any other wastages into a summary and share with the activity manager for upward movement for decision-making on areas of support needed by the PCR facilities.

· Follow up with Last Mile Delivery to PCR laboratories.

· Update laboratory logistics department templates; PCR consumption & distribution data template, PCR Resupply analysis template, PCR emergency order templates, PCR LMD feedback template; and any other PCR templates shared for updating by the mission.

· Perform other tasks as directed by the Director of Laboratory Logistics

· Maintain a good knowledge and understanding of all office rules and procedures as outlined in the field office policy manual.

· Support achievement of the overall project goals as required to ensure project performance.

· Undertake any other task requested by the Supervisor or the EMT members.

Job Qualifications

· Bachelor’s Degree in medical laboratory science with a minimum of 10 years of work experience

· Bachelor’s degree in a relevant field

· At least 10 years of relevant work experience

· Experience working on a USAID or donor-funded project required

· Fluency in written and oral English is required.

· Knowledge of PCR equipment and commodities is highly desirable.

Supervision

The Laboratory Logistics manager will report directly to the Director, Laboratory & Logistics.

Working Conditions/Duration of Assignment

This is a long-term position for the life of the contract based in Abuja, Nigeria.
