The Department of Health Services (DOHS), Ministry of Health and Population (MoHP) is focusing on enhancing the quality of maternal, newborn, child and adolescent (MNCAH) services which are adhering to the global and national MNCAH guidelines. UNICEF has been assisting the Family Welfare Division (FWD) in developing and updating MNCAH national guidelines, SOPs, and protocols for quality MNCAH services, while the provinces are being supported in evidence-based planning, programming, designing, and implementation of provincial policy, guidelines on MNCAH, as well as facilitation and coordination support.
In this context, UNICEF is recruiting a MNH consultant to provide intensive on-site technical assistance to local health institutions to strengthen capacity of health managers at the municipal and provincial level and support municipal health system strengthening, particularly in Karnali and Sudurpaschim provinces and other areas as needed. Furthermore, the consultant will proactively contribute to support UNICEF Field Offices in programme monitoring, documentation of best practice, development of case studies, as well as Human Interest Stories from the field. The consultant will also support capacity development of municipal health managers in evidence-based planning and budgeting through bottleneck analysis, and advocacy to decision makers for resource allocation to improve maternal, newborn and child health. The consultant will work under the direct supervision of Health Officer, UNICEF Surkhet Field Office, Karnali Province, and Health Specialist, MNH, from Nepal Country Office will provide technical guidance and programmatic supervision.

How can you make a difference?

The individual consultant will provide support to improve equitable access to quality Maternal, Newborn, child, and adolescent Health by strengthening capacity of health service providers, health managers and municipality and province level stakeholders including demand creation to access quality health service at the community level.

Duration of Contract: The total duration of the contract is for 12 months.

Duty Station: Consultant will be based in Surkhet for Karnali province.

Deliverables for this Assignment:

Task 1: Strengthen Prevention of Maternal-to-Child Transmission (PMTCT) of HIV and primary health care (PHC) programmes in collaboration with multi-stakeholders
Task 2: Conduct rapid assessment to strengthen EmONC facilities, birthing centre, and level of newborn health services, in coordination with province, municipality, and health facility/hospitals, using updated biannual service availability standard checklists. This includes providing support to enable the provincial health directorate, province health training centre and training sites to conduct the assessment.
Submission of bimonthly comprehensive report on the
• status and improvements made in RMNCAH health progress report
• findings of rapid assessment of EmONC and birthing centres
• level of newborn care service including KMC and SNCU (Level II)
Task 3: Support provincial and local government in development of MNCH related plan, policies, strategy, or guidelines including:
• formation, activation/strengthening of provincial/local level’s committee (MPDSR, QI etc.
• support on evidence-based planning in UNICEF supported Palikas of Karnali and Sudur Paschim provinces to improve quality MNCH at service delivery point including advocacy to stakeholders for quality improvement initiatives in MNCH.
Task 4: Monitor and analyse the MNCH services/data for quality recording/reporting and evidence for:
• advocacy to stakeholders
• technical support to health managers in integrated planning of MNCH through life cycle and health system approach for continuum of care in UNICEF priority Palikas of Karnali (7 Palikas) and Sudur Paschim province (5 Palikas)
Submission on detail report on the assistance provided to the provincial and local government in the
• development of MNCH related plan, policies strategies or guidelines
• formation/activation and

strengthening of facility/community-based committee
• Response plan for maternal and perinatal issues
• Technical support for assurance of continuum of care along the life cycle and health system approach to cater adolescent’s RH priority.
Task 5: Provide technical assistance for the initiation/ implementation/establishment /strengthening and monitoring Kangaroo Mother Care Service at UNICEF-supported Palikas:
• 10 health facilities of Sudur Paschim Province (Kanchanpur, Doti, Achham, Bajhang, Kailali, Bajura, Dadeldhura, Baitadi and Darchula)
• at least 7 health facilities (Surkhet, Dailekh, Kalikot, Mugu, Humla, Dolpa, Jumla and Jajarkot) of Karnali Province
• support for the capacity enhancement of MNCH service provider at Municipality and health facility level through skill base training/onsite mentoring and coaching for quality MNCH services
Submission of the bimonthly progress reports encompassing event and training completion documentation with disaggregated data, findings derived from monitoring and supervision visits. This report should provide updates on the status of KMC implementation and functioning of EmONC, birthing centres, particularly in areas supported by UNICCEF and within the priority Palikas identified by UNICEF, additionally with impactful case studies from KMC and birthing centre initiatives.
Task 6: Support for MNCH IEC/BCC materials development/revise/update at province health directorate, Health Training Centres and local levels to improve the health behaviour, improve access to quality MNH service.
Task 7. Technical support to District Health Offices, health facilities/hospitals on jointly-identified need with government counterparts such as for the expansion/strengthening of MPDSR focusing on response plan as an entry point for quality Improvement in MNH.
Submission of bimonthly progress report and event completion report on the community/Facility based MPDSR along with the best practices at the health facility and community level.
Task 8: Support to 3 province hospitals (Surkhet,
Seti, Mahakali,) and 4 District Hospitals ( 2 in each province) to strengthen Special Newborn Care for small and sick newborn including advocacy to hospital management team/HFOMC for ownership, accountability and sustainable achievements.
Task 9: Enhance the capacity of service providers through Onsite coaching and mentoring to improve the quality care in EmONC, SNCU/KMC sites. Technical support to strengthen/establishment and functioning of maternity waiting home at 2 focused Municipalities and listed district hospitals in Sudur Paschim and Karnali , adhering to national guideline, including monitoring of their service coverage.
Submission of bimonthly progress report, capacity building report of the health workers, local/province level stakeholders on MNCH including at least one case studies/human interest stories, best practice from the field.
Submission of report on strengthen/establishment of BC, EmONC, SNCU/KMC at health facility, hospitals level
Task 10: Ensure program effectiveness by conducting/organizing supportive supervision, monitoring through standard checklist, provide onsite coaching mentoring, document, and share the findings with concerned authorities for possible solution and coordinate with province, federal level if required.
Submission of bimonthly progress report including events reports, findings from monitoring and supervision visit in health facilities,
Submission of at least one human-interest stories/best practices/case studies from the field.
Task 11: Support the planning and implementation of MNCH and other health interventions process in the province and municipality.
Task 12: Prepare and share final consultancy report. Document and share best practice and Human-
Interest Stories from the field.
Submission of final compiled consultancy report including human interest stories/case studies/best practices from the field

To qualify as an advocate for every child you will have…

  • Master’s degree in Public Health/master’s degree in nursing, mixed professional experience in clinical (Maternity service) and public health will be an added advantage.
  • Minimum 5 years professional experiences in heath sector : maternal, neonatal, child and adolescent health.
  • Skill Birth Attendant trained candidate is preferable
  • Updated knowledge on MPDSR, IMNCI, QI, KMC, Care for small and sick newborn, PMTCT, SRHR, HP-MSS.
  • Good leadership, communication/coordination and negotiation/advocacy skills.
  • Experience of engagement with local and provincial government in project administration is essential.
  • Proficient writing skills in English and Nepali.
  • Computer skills (word, power point, excel)
  • Qualified female candidates from respective province will be prioritized.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
