OBJECTIVES OF THE PROGRAMME
coordinate the technical support provided to the country in the fight against vector-borne diseases and support the strengthening of human resources capacities in terms of planning, prevention, surveillance, etc, monitoring and evaluation of programme implementation plans, in collaboration with the MCATs, the Regional Office and the WHO Headquarters.- Provide support to the country in the fight against malaria through the deployment of innovations and new initiatives and their implementation, in liaison with the country office, MCATs, and, the Regional Office and Siege.-Facilitate the development of malaria care, prevention and surveillance policies in Togo, in collaboration with the Ministry of public health and the fight against Aids and development partners,to inform policy development in the African region.Support the coordinator of the disease control programme to achieve the objectives set out in the national malaria control programme.- Provide technical support to national programmes in charge of tropical diseases in the field of case management (lepre, THA, Noma, Onchocercose, etc.) in planning, the implementation and monitoring and evaluation of activities to combat NTDs with a view to ensuring either eradication or elimination, or the control in adequacy with the PNDS and the national master plans of fight against the negative tropical diseases.- Provide technical support to the manager of the national programme for the control of tropical diseases harmful to chemoprevention, in particular onchocerciasis, lymphatic filariasis, schistosomiasis, geo-helminthiasis, etc, trachoma to extend mass drug treatments or reduce/stop treatment depending on the epidemiological situation.
DESCRIPTION OF DUTIES
Under the general supervision of the Representative of WHO in Togo and under the direct supervision of the coordinator of the disease control programme and the technical guidance of the Regional Office in collaboration with the team multi-country support, the incumbent of the post shall: Provide technical assistance for the intensification and management of the malaria control program by working in collaboration with office colleagues and government counterparts and partners in the preparation of work plans, action plans, budgets, procurement regulations and reports as required by government and other partners;Facilitate the coordination of activities that community health workers in early diagnosis and treatment of malaria, and,including community-based management of childhood diseases, monitoring and evaluation, and documentation of best practices/innovations in community-based interventions at the endemic regions of difficult-to-reach access and/or underserved; work to improve the national malaria information system, in collaboration with the management of the national health information system; and;Facilitate the creation of public-private partnerships for the delivery of malaria control services, including, provide technical guidance to partners for entomological surveillance and conduct national and other operational research studies and evaluations; collaborate with’other programs to strengthen supply chain management of antimalarials and other products, including quality monitoring and the fight against lower quality or counterfeit drugs; and;To serve as the WHO focal point for activities to combat tropical diseases in the country and provide consistent support to all programmes to combat tropical diseases, including, government institutions and civil society actors working in the field of the fight against these diseases;Support the Ministry of Public Health and the fight against Aids in the coordination of activities to fight against harmful tropical diseases and advocate for strong and sustainable support of public authorities for activities to combat these diseases;support the strengthening of the capacities of programmes to combat tropical diseases; Accompany the country in its advocacy for the mobilization of resources and medicines for the treatment of tropical diseases;Assist the country in setting up a system for monitoring and evaluating basic data on tropical diseases; Support the Ministry of Public Health and the fight against Sidadans the preparation of reports on NTDs and joint applications for the treatment of NTDs a chemo prevention;Carry out any other task that might be entrusted to him by sahierarchy.Accompany the country in its advocacy for the mobilization of resources and medicines for the treatment of tropical diseases;Assist the country in setting up a system for monitoring and evaluating basic data on tropical diseases; Support the Ministry of Public Health and the fight against Sidadans the preparation of reports on NTDs and joint applications for the treatment of NTDs a chemo prevention;Carry out any other task that might be entrusted to him by sahierarchy.Accompany the country in its advocacy for the mobilization of resources and medicines for the treatment of tropical diseases;Assist the country in setting up a system for monitoring and evaluating basic data on tropical diseases; Support the Ministry of Public Health and the fight against Sidadans the preparation of reports on NTDs and joint applications for the treatment of NTDs a chemo prevention;Carry out any other task that might be entrusted to him by sahierarchy.preparation of reports on NTDs and joint applications for treatment of NTDs has chemo prevention; Perform any other task that could be entrusted to him by sahierarchy.preparation of reports on NTDs and joint applications for treatment of NTDs has chemo prevention; Perform any other task that could be entrusted to him by sahierarchy.
REQUIRED QUALIFICATIONS
EDUCATION
Essential: Have a Doctorate Diploma in Medicine.
Desirable: Have a university degree in public health or epidemiology.
EXPERIENCE
Essential: At least five years of professional experience in the planning, implementation and monitoring and evaluation of disease prevention and control activities. Experience in the fight against malaria and tropical diseases would be an asset.
Desirable: An experience of working with bilateral or multilateral organizations operating in the country would be an asset.
SKILLS
Have an excellent knowledge of the prevention, control and elimination strategies of neglected tropical diseases, a technical competence in the various aspects of the prevention and control of malaria,with knowledge in areas such as the formulation and implementation of treatment policies, epidemiological surveillance and community interventions, as well as research. Having skills in epidemiological surveillance and research. Having capacities to establish and maintain effective working relationships with partners, including those operating at the provincial and district levels. Having a good knowledge of donor policies and procedures, in particular the Global Fund, USAID, World Bank and the European Union

REMUNERATION
Remuneration included an annual base salary starting at XOF 24,382,000 (subject to mandate deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
