Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) was established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries. The PMU is led by the Organizational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding. Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries.

The Role

TEAM PURPOSE:

To effectively drive a partner-led Public Health Promotion (PHP) interventions to reduce WASH-related diseases and improve quality of life in North and Eastern Ukraine. Oxfam`s PHP work aims to support communities during humanitarian emergencies by promoting health, preventing disease outbreaks, and mitigating their impact through a Community Engagement (CE) approach.

JOB PURPOSE:

To effectively lead, manage and drive the Oxfam partner-led response in Northern and Eastern Ukraine with other stakeholders across Oxfam. This will be done by supporting Oxfam Ukraine program Partners in the implementation of the emergency & resilience WASH activities to alleviate the suffering of communities affected by the ongoing conflict. This includes supporting partners in identifying public health risks and supporting on the necessary programme design and capacity building to enable communities to mitigate risks through a community engagement approach.

The PHP Coordinator will also be an active member of relevant coordination mechanisms.

KEY RESPONSIBILITIES

Management people, budgets, assets, projects and decision making

  • Lead on the continuous adaptation of the PHP component of the response strategy and design appropriate interventions and approaches in conjunction with partner organizations;
  • Provide technical input to strategy and proposal development and review processes and support Affiliate Programme Funding Departments with proposal development;
  • Lead and coordinate PHP-POs ssupport to partners in establishing and/or strengthening/expanding their PHP projects/programmes, including developing programme plans and budgets, managing funding and donor requirements;
  • Lead and coordinate partners PHP activities follow up, adapting programmes and overseeing progress in meeting PHP components targets and indicators;
  • Provide practical advice and support to key programme staff to develop and translate relevant documents and resources for local partners’ staff;
  • Participate and/or oversee PHP-POs in field assessments in order to include PHP issues, and./or carrying out specific WASH assessments;
  • Responsible for the internal coordination of all technical sectors: public health engineer, protection, MEAL, gender and advocacy and actively participate in programme meetings;
  • Work with support service such as logistics and finance to ensure the timely procurement and delivery of supplies.

Capacity Building

  • Builds the capacity of Oxfam PHP staff through mentoring, coaching, on – job training;
  • Lead and coordinate PHP-POs ssupport to partners to build their humanitarian PHP capacity, including assessing learning needs, innovative capacity development schemes (i.e., peer learning and support networks, communities of practice and cross regional and country learning within Oxfam and beyond;
  • Build capacity of teams on communication and facilitation skills and use of real-time data to foster meaningful dialogue and continuous interaction with high-risk group;
  • Assess PHP/ community engagement (CE) capacity/competencies and knowledge in PHP of national/local partners are identified to work with us in WaSH

Analysis and Problem-Solving information, complexity, creativity and forward planning

  • Monitor and analyze trends in the WASH and health sectors, in coordination with PHE teams;
  • Work in close collaboration with the PHE for WaSH needs assessment and gap analysis in
  • agreed areas, including meetings with INGOs, local organizations, key stakeholders, IDPs/returnees etc.
  • Work closely with gender, protection team members to establish a solid understanding of community’s risks, perceptions, vulnerability and power dynamics, and ensure that this is integrated within the strategy, proposals, response plan and activities;
  • Analyze public health risk, and support partners in identifying and implementing mitigation measures;
  • Guide all technical team in using public health data and community feedback to make programme adaptations on a rolling basis;
  • As appropriate and when relevant to partners, identify and engage in the use of new and innovative methodologies, processes, or technologies including cash and vouchers;
  • Raising awareness within regional and country line managements of the strategic and technical requirements for good design and implementation of PHP interventions;
  • Promote the institutionalization and feedback process for the use of these throughout the organization and with partners;
  • Ensure programmes are safe, are sensitive to gender and other power dynamics and ensure that they are informed by the community to benefit from the work.

Impact contacts, communication, advice, and consequences

  • Represent and participate actively in relevant external coordination mechanism and provide technical steer in promoting a community centered response;
  • Promote participation and recognition of local partners in the relevant coordination spaces reducing partner´s dependence on Oxfam for coordination and intelligence gathering;
  • Support technical working group in WASH cluster where feasible and applicable;
  • Coordinate with other agencies and actors to harmonize community engagement approaches within the district/area of intervention to ensure that we are informing and influencing the work of other actors in this area;
  • Track humanitarian information, learning and knowledge developed in responses, research and global fora and ensure these are actively shared and managed internally and externally;
  • Represent Oxfam and/or ensure representation in coordinating with relevant government officials, UN agencies, other NGO staff, and relevant clusters during emergencies;
  • Foster an appropriate working culture built on Oxfam’s values, respectful and cognisant of power imbalances internally and between Oxfam, our partners and the communities we serve.

An ideal candidate for the role will also be / have:

Essential

  • A suitable qualification in any discipline relating to anthropology, sociology, communication, public health. Experience could substitute for a formal qualification, but not vice versa;
  • Minimum of 3 years’ practical experience in humanitarian public health/WaSH programming, with at least 2 years in management/coordination roles;
  • Strong interest and proven experience in community level analysis, participation and capacity building;
  • Demonstrated experience in carrying out assessments, developing public health strategies and proposals in humanitarian contexts;
  • Demonstrable experience of assessing capacity needs and opportunities, designing and delivering training and learning programmes and initiatives with a desire to improve knowledge and performance, and an understanding of relevant learning & development methodologies;
  • Knowledge and understanding to global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.
  • Experience & knowledge of the international humanitarian sector and an understanding of development issues and humanitarian standards and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards, IASC Gender in Humanitarian Action, GBV Guidelines, Oxfam GIE Minimum Standards;
  • Proven ability to develop effective relationships at a distance and deliver high quality remote management, guidance and support;
  • Experience in providing advisory support to both senior managers and programme staff, and well-developed ability to facilitate learning, knowledge management and innovative capacity development schemes, particularly in the context of working with implementing partners;
  • Enhanced collaboration and networking skills; representational, diplomatic and advocacy skills to enable the post holder to operate effectively within Oxfam and in external networks, including with implementing partners;
  • Sensitivity to cultural differences, and the ability to work and communicate in a wide variety of cultural contexts;
  • Excellent teamwork and communication skills and the ability to build good relations both internally and externally;
  • Excellent command of written and spoken English language.
