The UN is working closely with the Haitian government on its vision for sustainable development for 2030 and to help ensure that the new approach to Cholera is successfully launched, funded and implemented. This is taking place in the context of a new Cholera epidemic in Haiti, after three consecutive years of zero transmission. This new outbreak requires the United Nations to adjust its efforts by moving away from the final stages of Cholera elimination processes and returning to an active emergency response to Cholera.
On August 19, 2016, Secretary-General Ban Ki Moon announced a new United Nations approach to addressing the impact of Cholera in Haiti. This new approach has two parts. Component 1A consists of intensifying efforts to reduce and ultimately end the transmission of Cholera and improve access to care and treatment. These efforts include rapid response teams, immediate treatment of people who have contracted Cholera, measures to prevent the spread of Cholera, chlorination of water and the use of vaccines. Stream 1B is to address longer-term issues in Haiti’s water and sanitation systems, so that all Haitians can have access to clean water and sanitation by 2030. Component 2 consists of a package of material aid and support for Haitians most directly affected by Cholera. Part 2 is a concrete expression of the Organization’s regret for the suffering endured by so many Haitians because of Cholera. On 1 December 2016, the Secretary-General presented his report on the new approach (A/71/620) to the General Assembly.
On February 21, 2017, new Secretary-General Antonio Guterres, in a letter to Member States, indicated his intention to work closely with the new government of Haiti to chart a path forward to eliminate Cholera and address the suffering he caused. He invited Member States to contribute financially to the implementation of the new approach through the Multi-Partner Trust Fund or other means. The Secretary-General says it is essential that the United Nations support the efforts of the newly elected government and other partners to implement a 2030 vision, to eliminate Cholera, help respond to the suffering caused by disease.

The end of 2020 saw the end of the mandate of the Special Envoy for Haiti after 3 and a half years. To ensure priority for sustainable development in Haiti, including the eradication of Cholera and support for the hardest-hit communities, overall leadership of UN efforts will be provided by the Secretary-General, and by the Deputy Secretary General and President of the UNSDG who will provide strategic direction to lead the implementation. In Haiti, key members of the United Nations country team, including UNICEF, UNDP, UNOPS and WHO/PAHO, will continue to implement direct programming at the operational level, and will be led by the Deputy Special Representative of the Secretary-General (RSASG)/Resident and Humanitarian Coordinator.
The Representative of the Office of the Special Envoy, who has led the UN’s efforts in recent years, will remain in place for the duration of current projects and will bring her institutional knowledge and connections, as Technical Specialist Cholera who, with the Cholera Coordinator, based in Port-au-Prince (Haiti), will compose the Secretariat of the MPTF Funds for Cholera in Haiti. He/she will serve as a link between the UN headquarters in New York and the UN leadership at the national level, led by the RSASG/CR/CH, as well as the UNDP country office in Haiti.
Work scopes
The Cholera Technical Specialist position will bring technical expertise to the RSASG/CR/CH in implementing the new Cholera approach to reduce the impact of Cholera, work to mitigate the current epidemic, provide material support to victims Cholera and implement Haiti’s 2030 agenda for the betterment of the Haitian people. He will report to the RSASG/CR/CH and the UNDP Senior Management Team (SMT) on activities related to the new approach and provide them with strategic guidance on the objectives to be achieved. He/she will work closely with the offices of the Secretary-General and the Deputy Secretary-General, the United Nations system and all other relevant United Nations agencies, as well as with external partners and public sector stakeholders. , private and non-governmental as part of the initiatives to implement the new approach to Cholera. The incumbent of this position will work remotely and meet, as appropriate, with international and United Nations stakeholders based in New York. He will, however, have to carry out regular field visits to ensure the smooth running of activities.
Provide strategic technical guidance and direction.
- Propose strategic approaches and priorities for engagement, advocacy and implementation of the new approach to Cholera
- Advocacy with key Member States and stakeholders, as well as engaging with relevant leaders of Haiti’s national and local governments, to advance the new approach to Cholera
- Prepare policy briefs, documents and advocacy messages, and contribute to high-level regional and national forums and events
- Conduct an in-depth analysis of the social and economic situation of the communities benefiting from the New Approach to Cholera initiatives and provide strategic advice to the RSASG/CR/CH and the UNDP SMT on issues related to the thematic area
- Identify links between national and regional programs in the thematic area of the New Approach to Cholera initiatives, opportunities for synergies and/or joint programming with UN agencies and other development partners, and integrate the best practices in the implementation activities of the new approach to Cholera
Provide technical supervision and quality assurance of project implementation.
- Provide technical expertise and strategic direction to the Project Manager, in collaboration with the Cholera Coordinator, to effectively plan and implement activities to implement the new approach for Cholera, to ensure the achievement of objectives and results. Supervisory responsibilities include annual work planning and budgeting, monitoring and reporting on progress and budgets, project resource management, procurement of goods and services, and contract management.
- Ensure coordination, with the Cholera Coordinator, at the country level between the United Nations country team in Haiti to ensure alignment between their programs and the priorities of the Secretary-General for Haiti and contribute to the government’s vision to strengthen the foundations towards long-term development and achievement of the Sustainable Development Goals by 2030.
- Establish a strategy and a communication plan in collaboration with national entities on the implementation process and the results of the new approach
- Advise on adaptation options considered in the project documents of agencies receiving MPTF funds for Cholera in Haiti and identify external technical support needs for effective implementation, including advising on terms of reference
- Lead the design and establish quality control mechanisms, including coordination of inputs from relevant responsible parties, to ensure the highest possible quality of outcomes of New Approach to Cholera implementation initiatives, publications , discussion papers and briefing notes prior to their review and approval by RSASG/CR/CH and UNDP offices and government partners (if applicable).
Establish strategic partnerships and support resource mobilization.
- Provide strategic guidance on establishing partnerships; maintain and regularly manage coordination between UN Headquarters in New York and the UN Country Team to ensure full implementation of UN efforts to reduce the impact of Cholera in Haiti
- Support all resource mobilization initiatives of the UNDP Social Inclusion and Economic Development Unit (IDSÉ), which includes identifying funding opportunities and supporting the preparation of funding proposals and briefings at donor intent

Hierarchical structure
The Cholera Technical Specialist attached to the BCR will be under the supervision of the Resident Coordinator/Humanitarian Coordinator. He/she will also work in close collaboration with the Head of the ISDÉ Unit to ensure the implementation of the activities of the project “Community assistance to strengthen resilience, health and sanitation systems in Haiti” and to support the mobilization of unit resources.
