Tame-Arauca Project Manager At Première Urgence Internationale



We are looking for a professional in Social, Human or Administrative Sciences with a postgraduate degree in Development, Project Management, International Cooperation, Finance or Human Resources and with mandatory English.

Minimum experience of 3 years working with a migrant population or with vulnerabilities or special needs, protection, Health and Mental Health and in humanitarian projects, NGOs, actors or local organizations of civil society.

For expatriate personnel, you must have a work permit in Colombia.

Salary between $: 5,282,811 COP and $: 6,11,514 COP depending on own experience in the position or similar

General Objective of the Project Manager:

Under the direct supervision of the Zone Coordinator, the Project Management is responsible for the management and development of one of the Protection and Health Programs, founded by ECHO and SIDA donors, which is executed in two departments of Colombia: Arauca and North Santander. Given the above, the Project Management will supervise the leaders and/or technical managers, who have a professional profile in medicine and will be in charge of professionals in nursing, psychology and social work, and will have a functional line with potential implementing partners. He also supervises the logistics, human resources and finance sectors in his area and collaborates with the technical coordinators in Bogotá to achieve comprehensive customer service and satisfaction of the indicators. The Project Management must collaborate with the Coordinators, Managers of Medical Activities and International Emergency Mental Health Managers from other projects, which already carry out actions in the territories described. Their work will be carried out in accordance with the guidelines, strategic vision, mission and charter of values ​​of Primera Urgencia Internacional.

One position is based in Tame and the other in Tibu, both with trips to other municipalities up to 80% of the time. The planning of the trips will be agreed with the Field Coordinators.

Principal functions:

1. Supervise the implementation of the project, ensuring compliance with the activities, objectives and indicators.

  • Work in close cooperation with health, mental health and social work leaders and staff in all activities and services to ensure their quality
  • Guarantee the implementation of activities, delegating or supervising the proper registration and storage of data generated during care
  • Carry out periodic monitoring of the contractual and non-contractual indicators of the project, as well as the statistical data necessary for decision making
  • Guarantee the application of national and international protocols for sexual and reproductive health, gender-based violence and differential care for populations with special needs in line with the PUI guidelines and recommendations, national and international guidelines.
  • Collaborate in the identification of strengths, needs and opportunities in your area of ​​intervention to maximize the performance and impact of activities
  • Respect and promote confidentiality regarding patient information and records, and ensure informed consent in appropriate cases and management plans
  • Participate in planning and conducting evaluations

2. Ensure budget management, financial planning and purchasing execution

  • Carry out a correct financial planning of the project, by means of PUI’s own tools or in harmony with them, which allows you to follow the levels of spending, rate variations, budget surpluses and deficits on a daily basis and notice such variations timely to make the spending adjustments necessary for the harmonious execution of your finances
  • Collaborate with the Financial Coordination in spending planning, financial execution and accountability to the different parties interested in or affected by the execution of the project
  • Closely track project contracts and payments
  • Generate the necessary and sufficient purchases to carry out the activities, ensuring you have financial visibility and execute the assigned budget with a margin of error acceptable to the coordination and donors
  • Ensure that purchases, contracts and payments are in line with the responsibility, transparency and accountability guidelines, set forth in PUI’s purchasing plans, as well as the financial procedures required by donors.

3. Generate periodic reports on context and security assessment; progress, difficulties and changes in the development of activities

  • Make sure to generate the necessary reports for the coordination in Colombia, the Desk referents and coordinators in France and the donors on a regular basis
  • Keep stakeholders informed about the context, security, changes and implementation challenges and participate in developing strategies to address challenges or exploit opportunities.
  • Lead periodic information and feedback meetings from and to the supervising team and the field team
  • Maintain adequate levels of information with all interested parties, according to their interest and power
  • decision maker or impact for the implementation of the project
  • Know and use PUI systems for the collection, monitoring, analysis and reporting of clinical or care-related data and activities, knowing and being aware of changes and updates, where relevant

4. Manage the teams in your charge, in close collaboration and direct supervision of the team leaders

  • Carry out direct supervision of the performance of team leaders, in accordance with PUI guidelines and the substantive labor code
  • Identify the support and direction needs of the leaders and members of the support areas under their charge, and
  • timely provide the necessary tools to ensure the well-being of collaborators, and, through this, harmonious work and quality implementation
  • Develop action plans for the personnel under your direct charge, ensuring periodic evaluations of
  • performance, according to PUI policies
  • Support the development of the action plan of other team members, in charge of their direct supervisees
  • Contribute to the supervision of team members managed by leaders
  • Ensure good planning of absences, leaves and vacations, while guaranteeing the rights
  • work of their supervisees and limiting their impact on the activities
  • Maintain a dynamic, healthy and harmonious work environment, in collaboration with team leaders, demonstrating the PUI charter of principles and ensuring compliance
  • Contribute to discussions with the entire team on the appropriate protocols to ensure consistency of care provided, as well as up-to-date technical knowledge of all

5. Participate in external representation, identifying the main actors, consortia, local partners, civil society societies and relevant authorities

  • Support the organization of the process of internal and external referral of the patient, hand in hand with the available team, which
  • may include Social Work, Protection, and Medical and Nursing Professionals and Nursing Technicians.
  • Make sure to participate or properly delegate participation in the different coordination spaces
  • humanitarian aid, including but not limited to Clusters of the areas of intervention, Sector Roundtables and Sub-
  • Sector meetings and meetings with state entities, civil society and other relevant actors identified
  • Based on said participation, maintain the different levels of coordination, support and field work
  • informed about the known context
  • Identify gaps in contextual information

6. Ensure intersectoral coordination and collaboration, with other areas and actors in your area, and between support areas and programs both locally and nationally

  • Participate in the coordination between PUI projects, generating alliances within the organization with others
  • managers or project coordinators, to ensure coherence between projects and the implementation of
  • best practices based on evidence and learning
  • Cooperate with other organizations, state agencies, local societies, implementing partners, etc., in the
  • identification of new needs, monitoring the local situation and making proposals for possible evolution or improvement if necessary
  • Ensure collaboration between support areas and program areas, to guarantee planning,
  • execution and monitoring and evaluation of activities
  • Ensure that patients and local populations understand the objectives and scope of the PUI project and its
  • commitment to target populations
  • Immediately report any problems that arise during service, especially loss/theft/damage of
  • medical equipment or supplies
  • Be aware of safety regulations and the social and political situation of the area where you provide your services.
  • at all times, and provide feedback to whoever directly supervises you
  • Report patient or family concerns or requests about PUI services to the Medical Team Leader
  • Contribute to the use of public suggestion mechanisms by patients to ensure that PUI continues to comply with accountability indicators and is kept informed about the needs and problems of the target population
  • Know and comply with PUI security procedures at each base at all times.
  • Know and comply with the procedures of the charter of values, professional ethics, code of conduct and the anti-fraud, abuse, corruption and PSEAs policy of PUI and enforce them by all members of its mission
  • Report any violation of the codes described, through the appropriate channels, and ensure that these channels are known and applied by all collaborators and stakeholders in the project
