UNDP has been actively supporting public administration reform and public financial management reform since 2000. Activities have expanded and intensified over the years as UNDP’s relationship with the institutions established after the first democratic elections in Serbia has been strengthened, coupled with the need to modernize public sector management, and ensure a fully functional and accountable public finance management system based on the highest international standards and, since 2014, EU accession requirements.

UNDP Serbia has been supporting the Ministry of Finance of the Republic of Serbia since 2013 to build capacities for effective coordination and management, economic reforms, accession negotiations as well as for fulfilling the economic and political criteria for European Union (EU) membership. The project “Support to strengthening technical capacity and institutional development of the Ministry of Finance and coordination in the field of economic governance” started in 2018. To fulfil the economic and political criteria for EU membership, as well as to create a stable economic and monetary environment, the Republic of Serbia must ensure further strengthening of administrative capacities and stability of its institutions. The project provides capacity support and analysis of the economic environment, as well as support with the implementation of the Capital Market Development Strategy.

The Ministry of Finance (MoF) adopted a methodology for managing planning and implementation of capital projects. Based on this methodology, on 18 of July 2019 the Government of the Republic of Serbia (GoS) adopted a new Public Investment Management (PIM) Decree that came into force as of January 2020 and applies to all capital projects regardless of funding source. The new PIM system aims to strengthen quality controls of capital projects at the planning and execution stages, institutionalizes quality control points and installs new “gatekeeping” mechanisms, such as investment pre-selection, resolution of dormant projects and ex-post evaluation. The new system is built to ensure the development of a single mechanism for all investments, regardless of the source of financing, in order to ensure a more active role of the MoF during preparation and monitoring of capital investments.

In 2019, the GoS established the Capital Investment Commission (CIC), chaired by the Prime Minister, as a key decision-making point for capital projects, as stipulated by the new PIM Decree. The new PIM system also established the Public Investment Management (PIM) Unit at the MoF that deals with capital investment planning and monitoring, with a direct reporting line to the CIC.

Among the highest priority sectors for reform and capital investment is health. The Serbia SDG Investor Map, unveiled in June 2023, encourages companies to contribute to the nation’s economic growth and well-being, with healthcare identified among the top sectors for sustainable investments.

The Ministry of Finance aims to establish partnerships between the public and private sectors, facilitating capital investments and regulatory compliance in upgrading both public health services and facilities, ensuring they meet industry standards and regulations for improved infrastructure and services.

UNDP is recruiting Technical Analyst to assist the Ministry of Finance in planning and implementing investments, specifically within the public health sector. This role will involve creating effective communication mechanisms, fostering stakeholder involvement, aligning capital projects with community needs, minimizing conflicts, and ensuring that resulting infrastructure serves the public interest.

Duties and Responsibilities

Strategic Planning for Public Health Sector Investments:

  • Needs Assessment and Strategic Alignment: Conduct comprehensive needs assessments within the public health sector, identifying key areas for investment and development in alignment with the overarching PIM system.
  • Planning and Implementation Support: Provide guidance and support to the Ministry of Finance in planning and implementing investments specifically tailored to enhance the public health infrastructure, ensuring alignment with international standards, EU accession requirements, and the goals outlined in the PIM Decree.

Stakeholder Engagement and Communication for Public Health Projects:

  • Engagement Strategies: Develop and implement effective communication strategies specifically targeted at stakeholders within the public health sector, fostering their involvement in investment initiatives, ensuring transparency, and garnering support for sustainable infrastructure development.

Transparency, Risk Mitigation, and Maintenance Assurance:

  • Operational Transparency: Ensure transparency in all phases of project operations, from initial planning to execution, focusing on risk mitigation strategies and crisis communication protocols tailored to the public health sector’s specific requirements.
  • Maintenance and Sustainability: Advocate for sustainable infrastructure practices and assist in the development of maintenance strategies post-construction, emphasizing long-term viability and functionality of public health investments.

Collaboration and Coordination:

  • Partnership Facilitation: Foster productive collaboration and coordination among national counterparts, stakeholders in the public health domain, project partners, and relevant institutions. Maintain open and efficient communication channels to address conflicts and ensure project alignment with public health sector needs.

Promotion and Awareness Building:

  • Event Coordination: Organize and manage events, meetings, and conferences specifically aimed at raising awareness and garnering support for public health sector investment initiatives, ensuring their relevance to community needs and expectations.

Advisory Role and Continuous Improvement:

  • Strategic Advisory: Provide ongoing advisory support to ensure that public health sector investments are in line with evolving international standards, best practices, and the dynamic needs of the community. Continuously seek opportunities for improvement and innovation in project implementation.

Institutional Arrangement

The Technical Analyst will work under the overall guidance and supervision of the Technical Advisor – Delivery Unit Coordinator.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) in organizational science, economics, management, or related field is required, or
  • A first-level university degree (Bachelor`s degree) in organizational science, economics, management, or related field in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of Master`s degree.
Experience:
  • Minimum 2 years (with Master’s degree) or minimum 4 years (with Bachelor´s degree) of progressively responsible work experience in public procurement and project management
