POSITION AND MISSION

La Chaîne de l’Espoir is recruiting a hospital building CET project manager (plumbing, electricity, air conditioning-ventilation-heating, medical fluids) to support and strengthen the infrastructure team made up of 2 engineers to monitor ongoing projects and prospect on upcoming projects.

Attached to the Infrastructure and Biomedical Department, under the direction of the Head of the Department, he will support operations and contribute to the development of its tools.

The position is divided into several areas of work in the countries of intervention of La Chaîne de l’Espoir:

REREFENT CET (Technical trades)

  1. Site audit & evaluation
  2. project management

  4. Strengthening the skills of local teams
  5. Maintenance & operation

MAIN ACTIVITIES

  1. Site audit & evaluation
  • International technical missions in countries to assess the technical aspects of hospital buildings,
  • Realization of costings and economic analyzes of the technical batches of the projects in support of the medical programmists,
  • Contribution to the quality approach: implementation and updating of procedures and instructions specific to the technical field of the hospital building.
  • Provide feedback to improve project implementation.
  1. Project management :
  • Be on the CET referent within the Infrastructure & Biomedical Department and the guarantor of the projects on the indicators cost, deadline, quality on the technical part.
  • Costing and economic analysis of projects in support of medical programmers.
  • Development of GANT diagrams (MS Project type) for study and construction phases.
  • Support to the business lawyer in the assessment of possible impacts in terms of risks.
  • Coordination and contractual management of teams of subcontractors for the development of technical design and architectural files (French and/or international).
  • Control and technical support, strengthening the skills of local partner teams in different countries (Madagascar, Iraq, Afghanistan, Guinea, etc.)
  1. Technical monitoring of studies and works
  • Facilitation of study, coordination and site meetings depending on the local teams available for the projects.
  • Elaboration of technical responses in the context of financing files or calls for tenders (methodological notes, technical argument notes for example, estimate of the time to be spent, planning).
  • Coordination of teams of subcontractors for the development of technical design technical files (French and/or international).
  • Participation and analysis of calls for tenders from companies / partners with drafting of reports for the final selection
  • Realization and updates of AUTOCAD and REVIT technical plans
  • Control of the compliance of the execution with the market file and proposal of corrective action plans in the event of discrepancies noted.
  • Supervision of technical installations on construction sites through the support and training of local teams.
  • Assistance and advice on specific CET works, throughout the planning and execution of projects and construction sites, in the final phase of acceptance, lifting of reservations and year of perfect completion.
  1. Strengthening the skills of local teams
  • Skills building and technical support for local partner teams in different countries (Madagascar, Iraq, Afghanistan, Mali, Togo, etc.).
  • Animation and reinforcement of the network of volunteer technical engineering correspondents in order to support on-site missions.
  • Development and animation of supplier networks.
  • Participation in the technological watch of international teams on the fluid technical part.
  1. Maintenance & operation
  • Monitoring of the operating status of specific CET equipment and installations in our partner hospital structures
  • Support for teams in monitoring, planning and carrying out maintenance of materials, equipment and systems
  • Provide feedback to improve project implementation.

TRAINING AND EXPERIENCE

Higher education BAC+5 Engineer with a specialty on technical batches .

Successful experience of at least 5 years in building engineering, in particular hospitals, on new and renovation projects CET and TCE (all trades) with real management skills. Experience on international projects would be a plus.

SKILLS AND QUALITIES REQUIRED

  • Interest in the international solidarity sector and public health topics
  • Good transversal knowledge of the building from studies to operational maintenance
  • Competence and significant knowledge in the hospital field
  • Strength of proposal and design of creative and innovative solutions,
  • Sense of autonomy, rigor, organization and priority management,
  • Sense of contact, listening, negotiation and teamwork,
  • Good analytical and synthesis skills, ease of oral and written communication
  • Mastery of computer tools, AUTOCAD, REVIT and MS Project software
  • Languages ​​spoken: French, English – Excellent command of French and excellent technical and writing skills required
  • Adherence to the humanitarian principles and code of ethics of La Chaîne de l’Espoir

TERMS

  • CDI contract available now
  • International travel as part of technical missions in the Middle East, Africa, Asia, etc.
  • Full-time position, based at the headquarters of the association in Paris, 75015,
  • Possibility of relocation to France or within La Chaîne de l’Espoir mission teams abroad (depending on profile and experience)
