Position Overview: Pivot is seeking a new Director of Medical Programs, who will oversee the implementation of the operating plan, specifically spearheading the development and implementation of clinical and primary-care program activities.
Relationships
The Director of Medical Programs is responsible for the direct implementation of the following programs:
- Maternal and Reproductive Health
- Child, Adolescent, and Young Adult Health
- Infectious Diseases
- Noncommunicable Diseases
- Community Health
- Assurance of Quality Services
- Clinical Care and Referral
- Social Support
Under the direct supervision of the National Director, the Director of Medical Programs:
- participates as a member of the Pivot Leadership Team
- collaborates with the Director of Health Resources and Policy (DHRP), who is also part of the Medical Department
- directly supervises 6 program managers, 1 clinical specialist, 1 site coordinator, and 1 deputy director
Responsibilities
1.Strategy
- Develop and lead the organization’s Medical Department strategy in close collaboration with the DHRP
- Handle the execution of the Strategic Plan and the clinical goals of the operating plan
- Plan and organize the implementation of the different program based on available resources (human, material and financial)
- Maintain effective communication with various implementation partners
- Collaborate with frontline representatives of the MoPH and other partners to set up and manage activities
2. Technical Support
- Lead and continue to contribute to developing and/or revising primary care and clinical programs
- Handle the development or updating of project documentation (project proposals, logical framework, terms of reference, etc.)
- Spearhead efforts to upgrade the quality of primary and clinical care in public health facilities in Madagascar
- Provide continuous learning and capacity-building in program areas relevant to his/her management for both Pivot and MoPH staff
- Handle the coordination of complex clinical case management in collaboration with the Clinical Coordinator
3. Management & Leadership
- Coordinate and implement the Medical Department’s activities
- Lead the development of the annual work plan and budget of his/her teams according to current operating and strategic plans
- Develop and implement project management modalities with program managers
- Ensure effective and efficient use of resources dedicated to medical programs
- Directly manage the relevant program teams and oversee to the proper management of human resources
- Support the development of leadership and management skills within his/her team
- Ensure that meetings are held and periodic reports are prepared in a timely manner by his/her team
4. Other
- Travel regularly across the districts where Pivot works
- Collaborate closely with the Monitoring & Evaluation and Pivot Science teams on specific research projects
- Work closely with the Engagement department especially to support fundraising
Qualifications
- At least five years of work experience, including two years in a leadership role
- Physician or Paramedic with training in public health (MPH or other equivalent degree required)
- Advanced experience in project design and implementation required
- Certified project management training is a plus
- Diverse experience in a variety of areas is a plus
- International experience in an under-resourced setting is a plus
- Ability to work in French is mandatory, in English and Malagasy is a plus
