CONTEXT :
Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s and permanently since 2014. HI operates today in N’Djamena, in Borkou (North), Ennedi (North East), Tibesti (North-West), in Moundou, Doba and Goré (South), Kanem (Mao), BeG (Moussoro), at Lake Chad in Ngouri, Bol and West and recently in the East (base in Adré for the moment ).
On April 15, 2023, clashes broke out in Sudan between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) due to power struggles between the army commander and the leader of the paramilitary Rapid Support Forces on the country’s transition plan.
Faced with humanitarian needs, HI launched the first activities of Atlas Logistique, an operational and technical unit of HI (rehabilitation of an airstrip, provision of shared storage spaces for aid actors in Adré ) and start the first treatment of patients in early physical rehabilitation at the MSF hospital in Adré, the majority of whom are gunshot wounds who have fled the fighting.
Assessments are still underway in the functional and physical rehabilitation sectors as well as mental health and are being deployed to analyze the needs in the Ouaddaï province. Inclusive humanitarian action activities (IHA) are planned to provide support for emergency response actors to make essential activities more inclusive.
YOUR MISSION :
Under the responsibility of the Project Manager or Area Manager, the technical mental health officer contributes to the implementation of the emergency HI humanitarian project by providing technical expertise and ensuring quality optimization. and the impact of the project. He works closely with the program’s technical team.
The missions of this position will be as follows:
Responsibility 1- Provide guidance and technical support to projects in accordance with the technical frameworks and general standards of its sectoral scope.
- Provide appropriate technical guidance and support to the Project Manager.
- Ensure that project activities are implemented in accordance with quality standards and internal technical standards and propose adjustments or improvements if necessary.
- Adapt project documentation as required, in accordance with global technical norms and standards.
Responsibility 2- Ensure technical learning of projects.
- Collects the elements necessary for emergency capitalization exercises.
- Contributes to technical learning under the responsibility of the Project Manager based on good practices.
- Contributes to the terms of reference for evaluations.
Responsibility 3- Contributes to professional development.
- Contributes to recruitment.
- Contribute to the technical training necessary in his field of activity or direct it.
- Contributes to the skills upgrade plan for professionals in his sector and can be a third-party evaluator.
Responsibility 4- Influence
- Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in mental health in relevant local networks and with local partners.
- Communicate on the technical aspect of the project to partners, authorities and stakeholders when relevant.
- Identify relevant opportunities, allies and entry points at sectoral, cross-sectoral, national and local level (humanitarian coordination mechanism, government/state actors, civil society actors, etc.) to promote strategies, programs and reliable, useful and supportive mental health data systems.
Responsibility 5- Ensure effective management of human resources under your responsibility
- Participate in the recruitment of team members under your responsibility
- Supervise and lead your team, set objectives and evaluate your direct reports.
- Establish communication and coordination mechanisms for your team
Responsibility 6 – Assessment of mental health needs for people targeted for HI intervention
- Carry out assessments of beneficiaries and their mental health needs.
- Propose and request referrals if necessary.
- Ensure the collection of patient data (entry, backup, transmission of data).
Responsibility 7 -Logistics facilitation
- Support the Project Manager in developing purchase requests for consumables necessary for mental health activities.
- Ensure the proper maintenance and storage of equipment and materials.
- Participate in the regular inventory of all materials and equipment and update the database of materials in stock.
YOUR PROFILE :
- You hold an advanced university degree (Master’s degree or equivalent) in mental health, psychology or equivalent fields, delivered by a recognized university or institute
- You have a minimum of 3 years of clinical experience in the country of origin or elsewhere
- You have significant experience in the field of mental health and psychosocial support in humanitarian, development or emergency contexts
- You have strong management/supervision skills of people and teams.
- You must be fluent in French, English and local Arabic languages (Sudanese, Chadian) would be an advantage to your application
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
Living conditions in the eastern provinces are very simple and basic. A community of expatriates working for NGOs is growing due to the emergency response linked to the influx of Sudanese refugees.
HI recently opened a base in Adré, living conditions are basic (shared rooms, no full bathroom, etc.).
Security is not a major issue in the area, although the risk of car jacking is always present and the border with Sudan is very close. A curfew is currently in place at 10 p.m. by local authorities.

- International contract of 02 months as soon as possible
