WHO ARE WE
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world.
We want universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are intended for all people who do not have or no longer have access to health care. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrant or displaced people and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : give people real access to care.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
Our projects follow a series of values common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has been raging there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to be traveled to reach care, or the limited access due to the violence.
At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of them in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the normalization of rape in society.
This is why Doctors of the World has been present on site for several years.
In South Kivu, we are involved in a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the territories of Kabare and Kalehe, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health actors.
In addition, MdM BE is carrying out a multi-sector intervention project for the benefit of vulnerable people affected by conflict in the health zones of Itombwe and Minembwe.
THE ESSENTIAL
MdM Belgium implements various projects in the DRC either in Kinshasa, or in Tanganyika, or in South Kivu. The logistics of each of these projects is managed by a “Log Project/Base”, depending on the current partnership arrangements.
Roles
- Support for the logistics management of the MdM-Be base in Bukavu (office/Guest House, movement tracking, etc.);
- Support to the Logistics Coordinator of the DRC mission, in support of “Log Projects”.
Goals
- Organize, coordinate and optimize the logistics activities of the mission in close collaboration with the Logistics Coordinator
- Ensure compliance with the logistics procedures of Médecins du Monde Belgium
- Participate in the development and application of security rules and measures
TASKS AND RESPONSIBILITIES
Support for the logistics management of the MdM-BE base in Bukavu
- Procurement (managing the supply chain; participating in the development and updating of the annual purchasing plan; monitoring purchasing files, etc.)
- Vehicle and generator fleet (supervise and manage the vehicle and generator fleet; supervise and ensure the planning of vehicle movements, monitoring of the vehicle and generator fleet; monthly consumption and maintenance monitoring; supervision of drivers and vehicles, etc.)
- Storage (managing stock; supervising and monitoring and managing stocks; carrying out inventories; ensuring that the keeping of documents and information relating to storage is transparent and organised, etc.)
- Equipment (ensure the management and security of equipment; ensure the monitoring of equipment, etc.)
- General services (in the absence of the Base Logistician, the Assistant to the Logistics Coordinator monitors and responds to the needs and requests for the proper functioning of the buildings; office, Guest house, warehouses and buildings related to the activities
Support to the Logistics Coordinator
Support for the various projects of MdM-Be’s DRC mission will depend on the priorities and objectives set by the Logistics Coordinator. The Deputy Logistics Coordinator will be involved in the centralization of purchases at the Logistics Coordination level in Bukavu.
- Procurement (managing the supply chain; participating in the development and updating of annual project purchasing plans; monitoring purchasing files; from the request to the closing of the procedure, …)
- Transport/Exemption (ensure the follow-up of international orders; know customs clearance and import procedures and manage relations with freight forwarders; manage exemption files and ensure their archiving, is responsible for managing flight reservations servants for the mission, as well as accommodation for visitors to the Bukavu base, etc.)
- Security (alert the hierarchy of any security incident; ensure the application of security rules, etc.)
- Inventory (verify the inventories carried out for the projects and the correct encoding of the goods; carry out the overall inventory once a semester under the supervision of the Logistics Coordinator)
- Human Resources (participate in the recruitment of logistics teams in Bukavu)
- Finances (participate in the realization of the budgets of the logistics coordination; participate in the follow-up of the budgetary expenditure of the logistics coordination; …)

YOUR PROFILE
Education / Training and Experience
- University degree (minimum graduate) in logistics or logistics training delivered by institutions specializing in logistics
- Minimum 5 years of relevant professional experience in a similar position within an international NGO or development project
Skills and qualities required
- Good knowledge of the program intervention area, local customs and languages;
- Good knowledge of the project cycle and experience of working with local partners;
- • Strong organizational skills (task planning, respect of deadlines, sense of priorities, proof of initiative, etc.);
- Mastery of computer tools, and in particular of Windows software and the MS Office suite;
- Fluency in written and spoken French;
- Proficiency in Lingala, Swahili and essential Kiswahili;
- Good writing and analytical skills;
- Pragmatism and ability to work in a functional and practical way in an intense and demanding work environment;
- Very good communication skills.
