WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where each person has access to care, without obstacles (financial, cultural, geographic, etc.).
In Belgium and around the world, our projects are intended for all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society (homeless, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (accompanied in their fight for equality or against sexual violence, for example); migrants or displaced persons and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : give people real access to care.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
Niger is facing several emergencies that challenge the authorities’ ability to respond. The persistent humanitarian crisis is worsening due in particular to the security crisis. The latter is exacerbated by pre-existing socio-economic vulnerabilities and growing instability in neighboring countries (Mali, Burkina Faso, etc.), leading to an influx of thousands of refugees, migrants and internally displaced persons as well as a deterioration already limited access to basic social services. The population – mainly children and women – faces malnutrition, food insecurity, recurrent epidemics, forced displacement… It is in this context that Médecins du Monde has been working in Niger since 2014 in several regions, including the Agadez region, to provide medical assistance to vulnerable migrant and host populations. MDM is also present in the area of ​​the three borders in Tillabéri (SDSR) and Torodi (VBG), and a new project opened in Tahoua (VBG) at the beginning of this year.
The coordination is based in Niamey and the mission employs about a hundred workers. The annual budget for our activities is 4 million euros. The main donors are the DGD, ECHO, and the EU.
THE ESSENTIAL
Under the supervision of the General Coordinator:
- You are responsible for the quality and efficiency of the medical intervention for the MdM BE mission in Niger
- You manage all the elements that constitute a holistic approach to health in order to identify and meet health care needs in the implementation of projects through an efficient use of resources
- You coordinate the team of field technical referents in the design and monitoring of programs.
MAIN TASKS
As Technician and Manager ;
Coordinate all activities of the health service in order to guarantee the quality, relevance and efficiency of activities in compliance with internal procedures and protocols MdM Belgium, evidence-based practices, ethics and deontology .

Program development and quality:
- Support your team in needs assessment and multi-sector contextual analysis
- Support your team in the definition of technical content (Sexual and Reproductive Health and Rights including GBV, Migration Health and Rights, Crises and Conflicts, Mental Health and Psychosocial Support (SMPSS), Environmental Health – One Health and Risk Reductions) project cycles in the proposals, actively participate in the definition of Country Institutional Strategies (SIP), identify the resources necessary for their implementation (HR, training, activities, etc.), ensure the essential principles of MdM Be (Non-substitution , etc.) Ensure the implementation of the intervention strategy that takes into account the prevention and management of GBV gender-based violence, the SMPSS approach
- Act as a point of contact with the head office health referent
Monitoring/Evaluation :
In close cooperation with Co-MEAL and MEAL Headquarters
- Define and develop indicators (including internal), tools for monitoring medical and psychosocial data and supervise their implementation by all field teams
- Implement/support monitoring and evaluation mechanisms (internal/external) and ensure their capitalization as well as the follow-up of recommendations
- Take the necessary measures to guarantee the reporting and quality of the data collection process at the project level, in particular in compliance with deadlines and donor requirements
Management of the central pharmacy:
- Support the pharmacy referent in the preparation of drug orders through the identification of adequate needs, in order to avoid any stock shortages and expiry dates
- Check and validate in collaboration with the technical referent of the head office, the sources of supply (international purchase / central pharmacies)
- Ensure, with the support of the technical referent at headquarters, that inventories of medical stocks are carried out, that the storage and distribution conditions of medicines comply with standards, ensure the same follow-up on projects and/or in supported structures.
Representation : networking capacity at national and regional level
- Represent MdM Belgium on aspects related to health, with the main national and local actors (partners, local authorities, donors) in consultation with the general coordinator and/or project coordinators
- Proactively participate in external meetings. This includes participation in various humanitarian and coordination forums (clusters, etc.)
Staff Health:
- Act as focal point (headquarters/insurance/collaborator) for any question related to the medical evacuation/repatriation of an international staff member
- Define a health coverage policy for all national staff of the mission, in close collaboration with the HR department and the Health Department, including SMSPS coverage
- Ensure the availability of emergency kits and the monitoring of standardized precautions
As Team Leader;
Coordinate the work and tasks of the various members of the health team in order to guarantee an optimal working environment according to the means and priorities of the mission
Examples of tasks:
- Identify human resource needs within the mission’s health department,
- Participate in the recruitment process for health teams
- Participate in the creation and/or revision of job descriptions and facilitate the induction of new team members
As a member of the coordination team
Represent the organization to external bodies;Â analyze, communicate and make the necessary improvements in order to allow the optimal progress of the operational processes on the mission, anchored in a rigorous technical framework.
Examples of tasks:
- Act as a point of contact with the technical referent(s) of the headquarters
- Contribute to the organization of back-ups within the Coordination team (absences, holidays)
- Write regular reports on its activities
These responsibilities will be implemented in a specific and transversal way on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
Activities may change depending on the context.
REQUIRED PROFILE – Expatriate profile
Essential
- Medical Doctor/Nurse/Midwife/Paramedic Diploma
- Minimum clinical experience of 5 years
- Experience of at least 2 years in the management of humanitarian and/or development projects
- Experience in the following areas: Sexual and Reproductive Health and Rights including Gender-Based Violence, Health and Rights in Migration
- Excellent level of written and oral communication in French, mastery of a minimum level of written or oral communication in English
- Writing skills
- Experience in pharmacy management
- Mastery of the Office package
Assets
- Master in: public health, project management, political science, development, management
- Experience in the following intervention themes: Environmental Health – One Health, Risk Reduction and Crises and Conflicts .. As well as cross-cutting themes of MdM-BE such as Mental Health and Psychosocial support, primary health care and ‘Empowerment.
- Experience on community-based approaches and the issue of intersectionality (gender, age and disability among others)
Transversal skills

The above list of duties and responsibilities is not exhaustive. Other tasks may be requested by a member of the coordination team according to the needs of the program. In addition, the employee is expected to have a certain degree of flexibility and a spirit of adaptation according to the potential evolution of the constraints of the mission. The job profile may be modified according to the needs of the organization.

- A gross salary of €3,413.47, for 5 years of experience; of €3,587.59, for 10 years of experience. Per diem €531. Recognized relevant experience. Depending on your tax residence, a withholding tax may be deducted.
