A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

MISSION CONTEXT

Moldova and Romania, as a neighboring countries to Ukraine, are impacted by the conflict that began in February 2022, notably through the flow of refugees transiting or stopping in Moldova and Romania. In this context, a cooperation has been set up between the French Red Cross, the Romanian Red Cross, and the Moldovan Red Cross, with the ambition of supporting in parallel the assistance provided by both national societies to fleeing people, and the reinforcement of their capacities (headquarters and branches) in the medium and long term. This cooperation is further reinforced by the fact that the FRC has opened a delegation in Bucharest which covers also Moldova.

The objective of the FRC in partnership with the Romanian Red Cross and the Moldovan Red Cross is to “Contribute to the improvement of the overall health of host communities and people fleeing Ukraine through better access to healthcare.”

French Red Cross in partnership with the GFARC (Global First Aid Reference Center) is participating to the development of the First Aid departments of the Romanian Red Cross and Moldovan Red Cross.

Position

RESPONSIBILITIES

Under the responsibility of the Head of Delegation (Romania/Moldova), the overall role of the first aid delegate is to:

  • Provide technical support to the Romanian Red Cross Society (RRCS) as regards to the first aid file.
  • Reinforce the synergies on first aid between the RRC and the MRCS through trainings and sharing of materials already translated into the Romanian language by RRC (GFARC Curriculums, FA Manuals)
  • Insure the direct implementation of the first aid program in Moldova in close coordination with the MRCS FA Coordinator
  • Participate to first aid training at the Branch level in close cooperation with the ICRC delegation in Moldova.

In relation with the IFRC Global First Aid Reference Centre managed by the French Red Cross, he/she will provide support for the development of the first aid file within the MRCS and the RRC by:

  • collecting information that have a relevant first aid overview (within the National Societies and the country);
  • working closely with the first aid coordinators of both national societies to develop the action plan according to the Concept Notes and Logical frameworks;
  • assisting in the update of the tools and trainings related to first aid;
  • insuring the direct implementation of the program in Moldova according to French Red Cross procedures and in partnership with the MRCS
  • linking with other actors and networks to ensure an appropriate level of inter-Movement information exchange;
  • reporting regularly to the IFRC Global First Aid Reference Centre and any Movement’s partner when necessary.

SPECIFICITIES

  • Regular travels between Moldova and Romania
  • The program is already well advanced in Romania and Training of Trainers are planned for June 2023 with the participation of GFARC Master’s trainers.

HIERARCHICAL AND FUNCTIONAL LINKS

The first aid delegate works under the responsibility of the head of delegation, and in close collaboration with the manager of the Global First Aid Reference Centre 5GFARC). He / She works in close partnership with FA Coordinators of Moldovan Red Cross and Romanian Red Cross.

CANDIDATE PROFILE

  • Professional technical experience matching the above-mentioned duties and responsibilities.
  • International humanitarian field experience.
  • Experience in project management
  • Good communication skills.
  • Good sense of diplomacy
  • Knowledge in first aid.
  • Relevant educational background and knowledge of the RCRC Movement.
  • Proficiency in one (preferable two) languages. English is obligatory, while French and Romanian or Russian are an advantage.

Requirements :

  • Passport valid for more than 6 months at the time of departure
  • Up-to-date vaccination records / fitness to travel
  • Full vaccination schedule required

Conditions of employment

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES
  • Other insurances: Provident insurance (death and disability)
